Why does India use 51×51 mm instead of 35×45 mm?

The 51×51 mm (2×2 inch) size is required by the Ministry of External Affairs (MEA) for Indian passports specifically. The 35×45 mm size is used for Aadhaar cards, PAN cards, and government exam applications — which are different documents.

Can I use these photos for visa applications too?
